What this Signal establishes
Baidu Apollo Go, the robotaxi arm of Baidu, operating commercially in several Chinese cities and expanding internationally, is recorded as subject to the Commerce Department's connected-vehicle rule. This signal is the dated record of why.
The mechanism is different from the FCC Covered List that drives most Robotics and Drones & Autonomous Aircraft restrictions. Intelligent Vehicles' primary exposure is the Commerce Department's connected-vehicle rule, a Bureau of Industry and Security ICTS (Information and Communications Technology and Services) rule that reaches Chinese- and Russian-linked connected-vehicle software starting with model year 2027, and hardware starting with model year 2030. Baidu Apollo Go's China headquarters and its fleet's connected-vehicle software stack put it within that rule's scope.

U.S. Department of Commerce, Bureau of Industry and Security — connected-vehicle ICTS final rule. Cross-checked against the same rule's coverage description used on the Intelligent Vehicles hub page and the Compliance Tracker, so this one Signal and those two pages never disagree about what the rule says.

What this Signal is not: it is not a claim that anything changed at Baidu Apollo Go this week, and it is not a new rule. The rule itself predates this Signal; what's new is that unit.report's own review process formally confirmed and dated the connection between that rule and this company, for the first time, as a standalone citable record.

Permanent once confirmed
This page doesn't get taken down or silently rewritten if Baidu Apollo Go's later changes. A future change becomes a new signal, dated separately, and this page links forward to it.
Not a change log entry
Nothing here claims a before and after. "Status confirmed" and "status changed" are different signal types, and the type badge above says which one this is. Spotted an error? See our correction policy.
